Combat and spells are going to feel slow since back then it was 20 fps, being at 60 it'll be the same but feel slower. It'll be super smooth.

No. What they did is brilliant indeed. The original game data is still running underneath and still based on 25fps. They only put 3D on the top of everything mimicking the original game and just converting it to higher fps (frames to time). All the breakpoints will work the same, but the game animations will be more fluid.
